The center’s operatinb budget is $10 million for fiscal 2009-10.
The money that may be on hold from thestatse covers, in part, the center’s shelter and drop-in program, street outreach, and parenting “The problem right now is that we don’g know for certain how much they’r e going to hold back,” said who has been with the centet for 26 years. “Buy this is by far the worst I’ve ever seen.” In anticipationj of the state’s budget problems, 10 percenyt cuts have already been plannedfor foster-care payments. Locallyt there are 300 to 400 kids infostetr care.
Foster care rates are the same acrosdsthe state, so families in high-cost areas such as the Bay Area get the same amounr of compensation as people in more affordable places. “We’re fronting half a million dollaras already,” she said. It’s a layered problem for the center, sincre in addition to state money some come s from the federal Housing and UrbamDevelopment department. And Harlan said HUD is so slow it can take up to six monthss for payments tobe received. “We’rse hoping to get paid by July,” she said. “Nonprofitx are just getting slammed.
” Harlan said the Bill Wilsonn Center has closed down two programds already and cut about 15 percenft ofits staff, leaving abouyt 110 employees. These are real she pointed out — not attrition or open jobs and “heartbreaking” to do. “Wer had to give one staff person a layoffv notice and a week later his wife was laid off fromanothed nonprofit,” she said. in Campbell gets about $500,000 a year from the statew for itsAIDS services. CFO Ira Holtzmanh said the agency is large enough and financially stable enougyh that he would just book an IOU as accountsa receivable and hope the money camethrough eventually.
The Healthh Trust’s budget for fiscal year 2010 is morethan $16 million, Holtzmabn said. Pam Brandin, executive director of and Visually Impaired, which has offices in Palo Alto andSants Cruz, said that even though her agency provides the kind of servicex that are especially at risk in Statr Controller John Chiang’s plan, the Vista Centerd is relatively safe. “We receivwe money through Title 7 Chapter2 services,” Brandin explained. “Since much of our fundin is federalmoney we’re hoping that it has to be releasecd and passed on; the state won’t be allowed to hold on to it.
” The Vistaa Center also has school contracts through speciao education funding. “Last year when the state had similafr budget issueswe didn’t receivew any IOUs,” she said, “but that situationb was resolved sooner than this appearss to be. The agenciexs that receive IOUsprobably won’t even know they’re cominv until they submit their bills.” She’se also banking on Vista Center’s statud as a preferred vendor with the “so we’ll be paid in advance of other vendors — if in fact the state is even writinf checks.
” Lisa Hendrickson, presidentf & CEO of Avenidas Rose Kleinefr Senior Day Health Center in Palo Alto, is also cautiouslu optimistic. “The only funds we receive from the state are MediCalp payments for services provided at our adultdaycare center,” she “Our understanding is that those services are protected by the stater constitution as well as federaol law. We do receive fundingh indirectly throughthe county, but we don’t expecr that to be affected.” Tom public policy director of the , said peopls are on pins and needles.

Finding tenant will be difficult - Business Courier of Cincinnati:

ovaluleq.wordpress.com
The 1.3 million-square-foot building is one of the largesr properties inthe area, with more square footagew than the Kettering Tower, One Daytonb Centre and the KeyBan k Tower combined. Paul Hutchins, owner and broker with Dayton-basecd , said only a few users could fill theentired campus, and those types of tenants rarelyg come along. “You would have to look for somebodh looking for acorporate headquarters,” Hutchins said, notint that would be a difficult task in the currentr environment. Mark Fornes, owner of Centerville-based , agreed that a one-shot tenant would be hard to “There’s not too many 1 million-square-foot usersd running around,” Fornes said.
According to Montgomerh Countyproperty records, the buildinhg is valued at $31.4 million and sits on 54 acres. An emptu NCR headquarters would bump the Dayton market officre vacancy ratefrom 21.2 percengt to 27.6 percent. Fornes said the sheer size of the building presents thebiggest challenge. But he said the in the city of Dayton but not in the centraklbusiness district, makes it a differentt animal. “You have the free It makes it more like a suburban center in acentral location,” Fornes Hutchins said by dividing the propertt to become a multi-tenant it would take eight to 10 yearx to completely fill the facility, which is locate d at 1700 S. Patterson Blvd.
He said the regiom could get lucky and find a user that wantd to relocateits headquarters, but it would take proactivr government action. Even though the costse to subdivide the building wouldbe large, Forneas said the building woul d fill up quicker with a combination of smaller users, rather than hunting for one giantt tenant. Hutchins said the only problem with doing that is the operational costs. For it to make sense to maintain the building, the firsr tenant would have to fill at least 200,000 squard feet of space. Anything smaller would be a highlgy inefficient useof space, he said. There are some potential optionws forthe campus.
A larg e defense contractor might be interested inthe facility, Hutchines said, as it offers a campud setting, is wired for high-techu capabilities and has plenty of nearbyg amenities. Brokers said donating the building to an educatiojn institution or the city of Daytonj may be thebest option. Hutchins said a good optiobn would be giving the buildinbg tothe . NCR would gain the benefitsw of atax write-off and the universityy would have a business campus, complete with parking, a cafeteria and plenty of spacer for classrooms, to mold for its “I bet they’ve already talked about donating it to Hutchins said.
“Giving it to UD is a NCR gets a hugetax write-off and UD gets a high-tech technology center.” Fornes also said donation to a university would make “It would be reallh nice if they give it to Fornes said. “It would be a nice gesture in return for takinbg theirheadquarters out.” NCR said Wednesday that Los Angeles-based will be marketint the headquarters. Despite the reductions in spending, Doyle's office said the budgeg ensures that state schools will see an increaswof $107 million over the next two years from federapl and state funding. The budget also continuee to invest in the BadgerCare Plus program that provides health coveragefor low-income familiexs and adults.
“Throughout this I have believed that the choices we make will reveakl clearly who we are and whatwe value,” Doyle said. “I knew that if we came worked hard and made therighrt choices, we could pass a budgety that protected priorities like health care and public safety." Doyld vetoed a proposed sales tax that would have funded the creation of a Milwaukee Countgy Transit Authority while keeping a Southeasterh Regional Transit Authority and an $18 car rental fee to fund the regionakl authority. The regional authorith is viewed to be key to the establishmen of a KRM rapids rail systemconnecting Milwaukee, Racinew and Kenosha.
